The Revenue Department of the Ministry of Finance of India onOctober 12, 2023issued a decision to continue to impose an anti - dumping duty on flax yarns of less than 70 denier or less than 42 counts originating in or imported from China for another 5 years.

On February 7, 2018, Jaya Shree Textiles in India first filed an application for an anti - dumping investigation on Chinese flax yarns with the Ministry of Commerce and Industry of India. A few months later, the Ministry of Commerce and Industry of India made a positive final ruling on this case on September 18, 2018. This led to the decision of the Ministry of Finance of India to impose an anti - dumping duty of 0.50 - 4.83 US dollars/kg on the涉案 Chinese products on October 18, 2018, and this measure was valid for 5 years.

As the expiration date of the anti - dumping measures approached, on March 31, 2023, Grasim Industries Limited (Jaya Shree Textiles) and Sintex Industries Ltd. in India submitted an application again, requesting the initiation of the first anti - dumping sunset review investigation on flax yarns of less than 70 denier originating in or imported from China. After several months of review, the Ministry of Commerce and Industry of India made a positive final ruling again on July 16, 2023.

According to the latest notice, India has decided to continue to impose an anti - dumping duty on the涉案 Chinese products for 5 years. The specific duty rates are 2.29 - 4.83 US dollars/kg. Among them, the duty rate for manufacturers/exporters such as Jiangsu Jinyuan Flax Co., Ltd., Zhejiang Jinyuan Flax Co., Ltd., and Zhejiang Jinda Flax Co., Ltd. is 2.42 US dollars/kg, the duty rate for Yixing Shunchang Flax Textile Co., Ltd. is 2.29 US dollars/kg, and the duty rate for other Chinese manufacturers/exporters is 4.83 US dollars/kg.

This decision takes effect from the date of announcement, and the involved Indian customs codes are 530610 and 530620.
